I have the honour to acknowledge receipt of your despatch No. 6,059/1912, having reference to my letter No. 66/Rail- -way of the 24th. February addressed to Mr. Winslow, in which you inform me that the Hongkong Government is unable to accept my proposals for the payment of fees for extra work performed by the Customs Staff, and to state that I am transmitting copy thereof to the Inspector-General.

With reference to your remark that at the time when the arrangement for examining goods and collecting dues in Kowloon was made, no question was raised as to the Railway Administration making any payment to the Customs Staff for their work, I would observe that ordinary Customs working hours were presumably in contemplation, such hours having subsequently been notified to the Government by my predecessor under cover of his letter llo. 8/Coloni -al of the 4th. October, 1911.
